Who funds the racks:
Businesses
Businesses usually fund the bike racks. If they can not afford racks they may consider asking the property manger to fund it.
Property Manager
Depending on the location of the bike racks, and willingness of the businesses to pay, the property manager may decide to fund it.
Government
On occasion the city, state, or federal government will provide racks, but currently there are no subsidies in place at this time.
